I visited in mid-July. The camp is very secluded and has great potential, but unfortunately there were a ton of fire ants which bit my dog a few times. There were also a ton of flies all day. The nearby creek was completely dry. I would avoid Mt. Lowe Trail camp until fall or early winter.
The lower campsites down the wooden stairs provide the most privacy.
There is year-round water available in the water tank above the rock wall.
